In the event that you cannot talk/hear, or need to call the police in secrecy, this is the service for you.
Users simply access http://hyogo110.jp/ from their cellular phones, and input information such as if it is an accident or incident, where they are, etc.
The service also supports picture attachments, as well as GPS data.

For those that cannot use their ears or words freely, the Hyogo Prefectural Police Department began a system o­n March 1st called "Mail 110" that allows users to use 110 service via cellular email. The section in charge has stated, "this should be a help to those that have obstacles in their way of getting out."

Users access the site, answer various questions such as "Is this an incident or an accident?" "Where are you?" and the results will be sent to a special computer at the police department. To make sure that the people in the department do not overlook what might come up o­n this computer, it will make a sound and a light connected to the computer will shine.

The system is also capable of applying the GPS system - providing people making the report with a "You are here" sort of information. Also, images taken with the cellular phone camera can be sent to the police department.

The section has said, "People who are healthy, or people who cannot talk because of facial injuries can both use this. However, this is not to be abused with spam or pranks. When you access the site, your phone number will automatically be displayed."
